Experts agree that nationally, we are in the midst of a literacy crisis due to a number of factors including reading losses during the pandemic and teaching methods that lack a foundation built on phonics. It is no different here in Contra Costa. Data clearly demonstrates that when children are not reading at grade level by third grade, they are almost certain to be very negatively impacted for the rest of their lives including being at a high risk for dropping out of school, unemployment, incarceration and worse health outcomes. According to the California Department of Education, less than half of third graders, only 47% of third graders in Contra Costa are reading at grade-level. Data also shows that BIPOC and low-income kids are disproportionately represented among those who are not reading at grade level by third grade.
Additionally, approximately 12% of adult native English speakers in the county struggle with basic reading and writing and another 13% of adult residents who are non-native English speakers speak English less than very well. Low literacy in adults has significant negative and long-term impacts on these individuals including lower earnings and also has a negative effect on their children’s future academic success.
This means our libraries are more necessary than ever. As is reflected in the primary goal of the Library’s Strategic Plan, reading and literacy is the heart of what libraries do and what Contra Costa residents rely on the Library to provide. The Library is in a position to help with the literacy crisis if given the proper funding. The Contra Costa County Library is the lowest funded library of the nine Bay Area counties and also the most sparsely staffed.
To begin to address the problem, I recently gave a presentation to the Board of Supervisors as part of a pitch requesting additional funding for the Library from Measure X. Measure X is a sales tax increase passed by voters in November 2020. I requested $1.5 million of ongoing Measure X funding for 15 new staff positions. If funding is approved, these positions will expand and support library and literacy services for the most vulnerable populations in the county. These added positions will allow the library to develop new services and increase already existing critical services geared specifically to identified low-income communities that are underserved by the Library Department.
The 15 positions include librarians and library assistants, IT staff, HR staff, a racial diversity officer, marketing support staff and more. You can read about the presentation here. You can also watch the recording of the presentation here. I start speaking at approximately 4:18:30.
A final decision by the Board of Supervisors will be made toward the end of the year, but there are four more meetings between now and then that could have a bearing on allocations. The Library really needs your support in advocating for more funding. You can send an email to the supervisor in your district, or you can speak in person or via Zoom during public comment at one of the upcoming meetings listed below. You will find links to the live meetings on the County website at the indicated times.

The goal is to not leave any Contra Costa resident behind. The literacy crisis can be turned around and the Library can be part of the solution. These new positions will help in addressing this literacy crisis by bringing library services and resources to people we currently cannot reach. By better connecting our most vulnerable residents with library and literacy resources and services, more county residents will be able to reach their fullest potential so our county can be a healthier and more thriving community.
